Joan is a Lackawanna County native, born in Peckville, PA
Graduating from Valley View High School in 1983 then attending and Graduating from the University of Scranton in 1987 Summa Cum Laude with a BA in History/ Political Science.
Joan attended Seton Hall School of Law in Newark NJ Graduating in May of 1990. After passing the bar, Joan was licensed and admitted into the NJ and PA Bar in 1990, Attorney Guari worked for the Monmouth County NJ Superior Court as a Clerk to the Presiding Judge James A. Kennedy III, her experience during this tenure was both Civil and Criminal.
She then moved back home to Pennsylvania and took a position as Assistant Solicitor for the City of Scranton. Joan had the opportunity to be part of the redevelopment efforts in Scranton under the Honorable Mayor, James P. Connors and under the guidance of City Solicitor Frank Bolock. During this tenure Joan worked on Municipal Law issues relating to Zoning and Condemnation relative to the Mall at Steamtown establishment.
She moved into a private practice as an Associate in the Scranton Law Firm Bilakowsky and Savitsky, at the firm she predominantly handled insurance defense issues for Ohio Casualty Insurance Company. However, she was tasked with often handling municipal law issues for clients which included Zoning and Planning, due to her prior experience in the City of Scranton’s Solicitors office.
Joan then moved on to the Toczdlowski Law office and had practiced general law there for the past 28 years. While her practice of law was general, she focused on Real Estate, Wills and Estates, Business Formation, PA Liquor Control Board matters and Family law.
In the area of Real Estate Joan has handled a multitude of closings acting as closing and title agent for First American Title Companies. She is currently a registered agent for
Joan has prepared wills and trusts for her clients throughout her career and has administered estates and closed said estates in accordance with the requirements of the State of Pennsylvania.
Throughout the years, for her business clients, she has established Corporations, Partnerships, Limited Partnerships /Corporations and Limited Liability Companies for the benefit of her business clients and their protection.
Joan stresses the importance of her client’s relationship with their Accountant/Tax Preparer, Insurance Agent and herself to properly position the Client for success in their business.
